Does this trigger even works. If yes, what it doing and how I can set it up?

It's Newsticker I think.
I think it's supposed to display a message on the top right (where the dialogue and game messages appear). Not sure it's working out of the box - the devs usually use Dialog Scenes for text. It might have just been for debugging/testing and needs to be enabled in the settings file.
